The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Considerable effort is expended on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability enabled by current data. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a aerial vehicle close by, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a principle well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
